Ballard Turnbull Passes Away: Well Known EMS Instructor and Examiner Honored with a Parade

August 15, 2006 — The Arrowhead Region of northeastern Minnesota lost one of its legendary leaders in fire/rescue and EMS on August 8 when Ballard Turnbull of Tower died. Turnbull, who was 52, passed away after a courageous battle with liver cancer.

For nearly 30 years, Turnbull was the supervisor of the Tower Area Ambulance Service. He was also a member of the Tower Fire Department and served as Fire Chief for several years.

Turnbull was considered one of the most widely known EMS instructors and examiners in the area. "Ballard loved EMS," said Bob Norlen of the Minnesota Emergency Medical Services Regulatory Board (EMSRB). "He was a champion for first responders, EMT's and fire/rescue personnel. He set high standards for his ambulance service, its members and the entire EMS community."

One of the most memorable tributes to Turnbull came on August 6 when around two dozen area fire departments, ambulance services and first responder groups participated in a parade of emergency vehicles passed his residence. Turnbull later admitted that he "just couldn't believe the turnout" in his honor. On Monday, August 7th, Congressman Jim Oberstar nominated Turnbull for a Community Service Award from the Congressional Fire Services Institute. The bi-partisan organization is made up of U.S. senators and congressman who support the EMS and fire services. Turnbull immediately received the award and was notified just hours before he passed away. The announcement of the award was made to him by Tower City Administrator Tim Kotzian.

Funeral services were held Saturday, August 12, and hundreds of emergency personnel from throughout the area were in attendance for the memorial service at St. Martin's Catholic Church in Tower. A procession of emergency vehicles led the way to Lakeview Cemetery in Tower where Turnbull's ashes were laid to rest.

A benefit for the Turnbull family is set for Saturday, September 23rd at the Pike firehall of the Pike-Sandy-Britt Fire Department. The event is still in the planning stages, but it will include a dinner and silent auction. Additional details will be forthcoming.
